21 Financial Giants Are Building a Dollar Stablecoin

Goldman Sachs, Bank of America, Citi, Deutsche Bank and 17 other institutions plan a jointly backed dollar stablecoin for 2027.

A coalition of 21 major financial institutions is preparing one of the most ambitious bank-led stablecoin projects yet. The group includes Bank of America, Citi, Goldman Sachs, Wells Fargo, Deutsche Bank, UBS, Santander, MUFG and Fidelity Investments. The participants plan to establish a new company in the second half of 2026 and launch a U.S. dollar-denominated stablecoin in the first half of 2027, subject to regulatory and closing conditions.

The important shift is structural. The initiative began with 10 institutions in October 2025 and has now more than doubled in size. It is becoming shared financial infrastructure rather than a small bank pilot.

Why it matters

Stablecoins have historically been dominated by crypto-native issuers, especially Tether and Circle. Banks can ignore stablecoins, build proprietary tokens, or cooperate on a shared instrument. This consortium chooses the third model, which could reduce the fragmentation that has limited earlier bank-issued tokens.

Banks bring distribution advantages that crypto firms do not: corporate treasury relationships, payment networks, regulatory infrastructure and direct access to conventional settlement systems.

The demand problem

Institutional credibility alone does not create liquidity. The consortium still needs wallet support, exchange liquidity, redemption infrastructure and real payment use.

Risks and counterarguments

The project has not disclosed its blockchain networks, reserve custodian, governance model, fee structure or redemption architecture. A 21-member consortium may also move slowly because coordination is inherently harder.
