今天最重要的新监管变化是 Australia ASIC 的 final call。依赖 sector-wide no-action relief 的数字资产企业，如果业务本来需要 Australian Financial Services licence，就必须在 2026 年 9 月 30 日前完成 licence application、variation，或满足其他符合条件的过渡安排。
从 10 月 1 日开始，如果企业需要 licence 却没有满足 relief conditions，就可能面临 Australian financial-services law 下的执法风险。ASIC 还提醒，适用情况下 civil / criminal penalties 可能非常高，潜在最高罚款可达到 annual turnover 的 10%。这个数字是可能的最高处罚口径，不是每家企业自动被罚 10%。

第二个监管里程碑是 Revolut 的 OCC conditional approval。Revolut 9 月 3 日确认 proposed Revolut Bank US 获得 OCC 条件性批准。但这不是“Revolut 美国银行已经正式开业”。
Revolut 仍然需要 FDIC、Federal Reserve 和 final OCC approval，目标 launch time 是 2027。公司未来还计划把 crypto 与 stablecoin 纳入美国银行产品体系，但 stablecoin 目前并没有正式上线。

泰国今天有两个重要更新。
第一，昨天 Travel Rule 页面必须纠正一个时间点：虽然 Thailand SEC 在 9 月 2 日正式发布规则，但官方生效日期是 2027 年 2 月 27 日，不是 2026 年 9 月立即全面生效。
正式要求包括：
- 收集 customer / counterparty information；
- Counterparty VASP due diligence；
- Self-hosted wallet ownership/control verification；
- Originator / beneficiary information transmission；
- Transfer records 至少保存 5 年。

第二，Thailand SEC 已对 Holdstation、UNO、Tools for Humanity Corporation 及相关人员提交 criminal complaint，涉及 alleged unlicensed digital asset brokerage。
SEC 还明确表示，从 2026 年 10 月 1 日起将在泰国封锁与 Holdstation / UNO 相关的平台访问，并提醒用户在 blocking deadline 前考虑处理平台内资产。
这里必须严格区分：
- Criminal complaint / allegation：Confirmed；
- Final conviction：Not confirmed；
- Thailand access blocking：Confirmed；
- Global shutdown：Not confirmed。

安全方面，Aquifer whitehat deadline 已经过去。此前 whitehat offer 要求 attacker 至少返还 80% stolen assets，允许最多保留 20% bounty。
本轮监测没有找到“已经完成符合条件 80% return”的可靠公开确认。因此状态更新为：

但这不能被写成“攻击者明确拒绝还钱”，因为没有公开确认返还不等于证明没有任何资金移动。
