泰国已经把 Digital Asset Travel Rule 从 consultation 推进到正式 issued regulation。
9 月 2 日，Thailand SEC 宣布 digital asset transfer / receipt risk-management rules，要求 Digital Asset Operator 掌握足够 transaction information，用于 AML 和 technology-related crime monitoring。
Travel Rule 到底解决什么？
Crypto address 本身并不会天然携带传统银行 payment message 里的完整身份信息。
所以 regulated operator 需要知道：
- 谁发起 transfer；
- 谁接收；
- Counterparty 是哪个 VASP；
- 是否 sanctions/high-risk；
- 是否存在 suspicious transaction pattern。
Travel Rule 的核心就是让 qualifying crypto transfer 携带 originator/beneficiary information。
泰国的监管路径
Thailand SEC 表示规则与 AMLO 协作制定。
当前 SEC 先建立 operator-level risk-management requirement，而 AMLO 还会继续准备 Anti-Money Laundering Act 下的后续 regulation。
Operator 需要准备什么？
实际 implementation 可能包括：
- Originator information；
- Beneficiary information；
- Counterparty VASP validation；
- Transaction monitoring；
- Sanctions/address screening；
- Data retention；
- Missing-information handling；
- Self-hosted/private-wallet controls。
对用户的影响
泰国用户未来在 crypto withdrawal/deposit 时可能更频繁遇到：
- Recipient name；
- Destination exchange；
- Wallet ownership declaration；
- Extra identity verification；
- Source-of-funds review。
这不代表所有 transaction 都会 frozen。
但信息不完整或 risk score 较高时，可能出现 Review / Delay / Reject。
对海外 CEX 的影响
Global exchange 如果服务 Thai users，需要确保自己的系统可以与 Thai licensed operator 交换 required transfer information。
如果 Travel Rule interoperability 不兼容，即使两个 exchange 都正常，也可能出现 deposit/withdrawal friction。
