Proposal 54 请求从 Ampleforth treasury timelock 转出 2,500,000 USDC 给 proposer。
当前公开监控数据显示，该 timelock 中约有 2.538M USDC。
也就是说，这笔提案接近整个 liquid USDC balance。
Proposal 对这笔支付的描述是：针对已经完成的 SPOT analytics interface 的 retrospective grant。
为什么 Security Monitor 会关注？
安全监控机构重点关注几个因素：
- proposer 使用 newly used wallet；

- treasury balance 与 transfer amount 非常接近；
