AUSTRAC 最新披露了一轮较大规模的 registration cleanup。
过去一年，监管机构对 45 家 remittance 和 VASP采取了 cancel registration、suspend registration 或 refuse renewal。
这不能简化成“澳大利亚封了 45 家 Crypto Exchange”，因为对象包含 remittance 与 VASP，而且不同 entity 的原因完全不同。
为什么这些 Registration 被处理？
AUSTRAC 给出的原因包括：Operational capacity 不足、Dormant / inactive、长期没有提供 designated service、Insolvent、Registration type 不正确、未报告 material change、Significant ML/TF risk。
一家 dormant company 和一家被认为有重大洗钱风险的 operator，不应该在风险判断上被视为同一种情况。
AUSTRAC Registration 和 ASIC Licence 一样吗？
不一样。
AUSTRAC 主要对应 AML/CTF perimeter。
ASIC 则涉及 financial-services licensing 等另一套框架。
因此一个 crypto business 可能同时需要处理 AUSTRAC registration、ASIC licensing 和 future digital-asset framework。
对 Exchange / VASP 用户意味着什么？
Registration 被 suspend/cancel 可能导致 Service restriction、Market exit、Banking partner pressure、Customer migration、Remediation requirement、Enforcement referral。
AUSTRAC 还表示，部分 business 背后的人员已经被 referral to law enforcement。
Insolvency 也是 Registration Risk
AUSTRAC 明确把 insolvency 列为部分 action 的原因。
这说明监管机构不仅看 KYC 流程，也会看 business 是否具备真实 ongoing operational capability。
