WOO X Seychelles Warning 2026: What the FSA Said About WOOTECH

Seychelles' FSA says WOO X operator WOOTECH Limited Corp has no current legal or operational nexus to Seychelles and has never been authorized under the country's VASP Act. Here is what that means.

The Seychelles Financial Services Authority issued a regulatory warning about WOO X on August 26, 2026, creating a new jurisdiction-specific compliance issue for the crypto exchange.

The FSA identified WOO X as a crypto exchange operated by WOOTECH Limited Corp. It then made two unusually direct statements: the company does not currently have a legal or operational nexus to Seychelles, and it has never been authorized to operate under the Seychelles Virtual Asset Service Providers Act, 2024.

The warning does not, by itself, establish that WOO X is globally unlicensed or prohibited everywhere. It does mean that any claim that WOOTECH Limited Corp or WOO X is currently authorized as a Seychelles VASP would be inconsistent with the regulator's statement.

What exactly did the Seychelles FSA say?

The FSA's August 26 notice names the WOO X Crypto Exchange and its website, woox.io.

It states that WOOTECH Limited Corp:

  • does not presently have any legal or operational nexus to Seychelles; and
  • does not and has not held authorization under the Seychelles VASP Act 2024.

The regulator also referred to representations appearing on third-party websites and reminded users to verify whether a VASP is actually licensed in the jurisdiction from which it claims to operate.

That wording is important.

The FSA did not describe the notice as a finding that WOO X is fraudulent. It did not announce a seizure, fine or customer-asset freeze. The issue is authorization and jurisdictional representation.

What does WOO X say about its operating company?

WOO X's own disclosures point somewhere else.

In July 2025, WOO X announced that its operating company would transition to WOOTECH Limited Corp, a company incorporated in Panama.

Its current published Terms of Service also identify WOOTECH Limited Corp as the contracting entity for WOO X users.

That means the exchange's first-party terms do not currently present WOOTECH Limited Corp as a Seychelles company.

This creates a narrower and more precise question: where did the Seychelles association referenced by the FSA come from?

The regulator specifically mentions representations on third-party websites. As of August 27, there is no evidence in WOO X's current Terms of Service that its operating company is described there as incorporated or licensed in Seychelles.

Has WOO X responded?

As of the latest review on August 27, CEXVia has not identified a public WOO X statement specifically responding to the August 26 Seychelles FSA warning.

The exchange's public support pages still identify WOOTECH Limited Corp as the operating entity, and the July 2025 notice describing the company as incorporated in Panama remains available.

No newly published Terms of Service revision addressing the FSA warning was found at the time of this review.

That status may change quickly. A formal response from WOO X would be important because it could clarify whether any affiliate, historical entity, vendor or third-party data provider incorrectly linked the exchange to Seychelles.

Does this mean WOO X is unlicensed everywhere?

No.

A warning from one national regulator must be interpreted within its jurisdiction.

The Seychelles FSA is saying that WOOTECH Limited Corp is not authorized under Seychelles' VASP framework and has no current legal or operational nexus to Seychelles.

That is not the same as saying WOO X has no regulatory permissions, registrations or legal entities anywhere in the world.

For users, the more useful question is which legal entity provides their specific service and what regulatory status that entity has in the user's jurisdiction.

Global crypto exchanges often operate through multiple entities, and a licence held by one affiliate does not automatically cover another.

Why jurisdictional disclosures matter

Crypto exchange users often see regulatory information through comparison sites, app stores, affiliates, marketing pages and old corporate records.

That creates a risk when the legal entity has changed but third-party databases continue to display an older jurisdiction or licence description.

WOO X itself has changed operating entities in the past. It announced a move to WOOTECH Limited in St. Vincent and the Grenadines in late 2024 and then a transition to WOOTECH Limited Corp in Panama in July 2025.

For due diligence, an exchange's current Terms of Service and the regulator's current licence register matter more than an old incorporation record or third-party profile.

What WOO X should clarify

The cleanest way to resolve the regulatory ambiguity would be a first-party statement addressing four points:

  1. the legal entity currently operating WOO X;
  2. the jurisdiction where that entity is incorporated;
  3. the licences or registrations it currently relies on;
  4. whether any WOO X entity has historically been incorporated, registered or operating from Seychelles.

The company could also identify inaccurate third-party descriptions and request corrections.

That would help distinguish a third-party data-quality problem from a broader regulatory-disclosure problem.

The next key development is whether WOO X issues a clarification and whether its legal-entity and regulatory disclosures change.
