9 月 24 日的风险结构和前一天明显不同。今天最重要的新安全事件不是私钥被盗，也不是单纯 smart-contract arithmetic bug，而是 Neutron governance 被利用，链级治理权限直接转化成 application contract admin control。攻击者通过治理提案取得 Astroport 与 Drop 相关合约的管理权限，随后快速迁移/抽走资产；Neutron 因此停链，Cosmos Hub validators 又为了阻止 stolen ATOM 继续转移而主动停链近 25 小时。
Cosmos Hub 9 月 23 日恢复出块后，首个恢复 block 将约 1,227,121 ATOM 从 attacker-linked address 转移到新的 recovery address，而且不是由原钱包常规签名交易完成。当前公开复盘把 Neutron attack path 的 gross affected/drained value 估在 约 940 万–950 万美元，但只有约五分之一在停链前真正逃出，因此这个数字不能直接写成 final realized loss。

第二条是 Liquid Network 9 月 6 日事故终于有了 Blockstream 官方完整 post-mortem。最新官方说明确认：Elements 的 rangeproof verification cache 出现漏洞，使约 4,000 枚没有 BTC backing 的 LBTC被系统当作有效资产；attacker 再通过 SideSwap 正常 peg-out path，最终让 Federation 在 Bitcoin mainnet 放出了接近 4,000 BTC。
攻击方后续返还 3,400 BTC，Blockstream 9 月 23 日最新官方数字为：
约 602 BTC 仍未追回。
这次官方复盘还纠正了很多早期叙事：不是 Federation signer private key 被盗，也不是 SideSwap PAK 被伪造。真正问题是 consensus validation cache 出错，再叠加 peg-out operational control 不足。当前 corrected Liquid chain 已经不存在 Bug A/B 造成的 inflation，但 peg operations 仍处于 staged recovery。

CEX 侧今天同时有三个关键 asset-access risk。
第一，Binance USDP 今天进入最关键下架节点。Binance Convert 计划在 9 月 24 日 02:00 UTC停止支持 USDP；全部 USDP spot pairs 和 Trading Bots 在 03:00 UTC停止。Deposit 在 9 月 25 日 03:00 UTC 后不再 credit，而 withdrawal 仍保留到 11 月 24 日 03:00 UTC。11 月 25 日以后 Binance 可能把 remaining USDP 转成其他 stablecoin，但官方明确没有 guarantee。
这里不能写成“USDP 爆雷”或“Paxos insolvency”。Binance 没有把 delisting 原因定义为 depeg、reserve deficit 或 redemption failure。今天的核心是 Binance market-access / execution path 消失。
第二，WOO X 的 CKB、ICP、MERL withdrawal / wallet support 在今天 02:00 UTC 到最后 deadline。昨天已经完整写过该事件，因此今天只作为 Daily Brief 的 deadline update，不再创建重复 URL。
第三，OKX TR 新增 DORA、ICX、STORJ、ZEUS、ELF 五个 token 的 regional delisting。Deposit 已在 9 月 23 日 10:00 UTC 停止；ICX、STORJ、ELF 的部分 USDC / EUR pairs 于 9 月 30 日移除，相关 USDT pairs 与 DORA/ZEUS 市场在 10 月 3 日移除；withdrawal 最终截止为 12 月 23 日 08:00 UTC。

最后，BitMEX 已正式进入 post-closure phase。Trading 在 9 月 23 日 04:00 UTC 结束，remaining positions 已按关站流程处理；website 仍支持 balance review 与 withdrawal，但新 deposit 已不再 credit。下一关键节点是 9 月 28 日 04:00 UTC：API withdrawal 停止，Fireblocks/Copper 等 integration 不能继续通过 API 提现，同时 USDT、USDC、ETH 的 multi-network withdrawal 被取消，只保留 Ethereum network。

② 交易所退出 / 停运 / 提现风险
Binance USDP — High / Immediate
今天真正的风险不是 USDP 资产“消失”，而是 Binance 内的执行路径分阶段消失。
02:00 UTC 后 Convert 不再支持；03:00 UTC 后全部 USDP spot pairs 和相关 bots 停止。用户如果拖到 deadline 以后，不能再假设 Binance 上还有同样的 market exit route。
Deposit 又是另一个时间点：9 月 25 日 03:00 UTC 后不再 credit。Withdrawal 则一直保留到 11 月 24 日。

Neutron — Critical
这次事件最重要的 lesson 是：
Governance 本身就是 attack surface。
Current on-chain analysis 显示，一个 address 在 expedited vote 结束前很短时间内买入并 stake 约 31.6M NTRN，proposal 中又包含 11 条会直接改变 contract admin 的 executable messages。
最终 chain governance 权限覆盖了 application-level governance。
Liquid Network — Critical / Recovery Improving
Blockstream 官方 post-mortem 把 root cause、reserve impact、repair process 全补齐，并把 outstanding amount 更新为约 602 BTC。
这不只是 code bug，也是 operational control failure：
- Rangeproof cache 把 invalid output 当成 valid；
- 第一版 fix 又引入第二种 collision；
- SideSwap peg-out path 对巨大金额没有充分 size / velocity / human review。
Current chain 已无对应 inflation，但 reserve recovery 和 peg restore 还没完全结束。
⑤ 用户投诉与运营异常
本轮没有新的 Community-only complaint cluster 达到平台级 High/Critical。
Shutdown / recovery period 特别容易出现 impersonation。
